نمیشه گفت ایران زیر Low هست؛ بلکه این تحقیق فقط در 75 کشور انجام شده، و ایران جزو این 75 کشور نبوده؛ برای همین هم آماری ازش منتشر نشده.

تا وقتی قانون کپی رایت چه برای نرم افزار های ایرانی و چه خارجی رعایت نشه ایران در زمینه اپن سورس هیچ پیش رفتی نداره .
وقتی من ویندوز رو 500 تومن می خرم مسلما دیگه سراغ لینوکس نمی رم.
یا آفیس و ...

Why is my country not listed?
In a perfect world the Index would be able to draw on a
wide variety of data sets that were populated with
identical global data. In practice, getting comparable
data on every country in the world on such a wide
variety of factors, especially related to open source, is
virtually impossible. The fact that a country is not
included in the Index does not mean that a country has
any better or worse environment for open source. It
simply means that there was not enough data
available to be able to give that country a score.

Three years ago, Iran decided to run its
government computer system on open-source
software. The Islamic Republic had long relied on
pirated copies of Microsoft’s software, a result of
the US embargo that forbids American companies
from providing technical support to Iran. A recent
European Union survey found that only 1.5% of
European open-source coders are female. Not so
in Iran, where, by some estimates, half of all
software engineers coming out of the country's
universities are women. Of the three coders who
developed Iran's first official open-source project,
two were women.

من فکر نمی‌کنم فعالیت متن‌باز ایران توی ۷۵ کشور اول نباشه (مخصوصاً اگر نگاهی به فهرست کشورهای انتخابی و شاخص‌های استفاده شده در تعیین رتبه بیندازید). حداقل از نظر جامعه‌ی کاربران متن‌باز، ایران نسبتاً فعاله (البته در زمینه‌ی مشارکت در توسعه‌ی نرم‌افزار، هنوز نه چندان). قانون حق تکثیر توی خیلی از کشورها، به خصوص کشورهای در حال توسعه رعایت نمی‌شه (مثلاً چین، ویتنام و روسیه) و این باعث نبودن ایران توی این فهرست نیست.
با توجه به این که روش جمع‌آوری اطلاعاتشون با جستجو در وب و ادبیات موجود بوده، احتمالاً موضوع به همین سادگیه که بیشتر اطلاعات در مورد ایران به فارسیه و این‌ها نمی‌تونستن بخوننش! با توجه به این که این یه تحقیق دانشگاهیه و دعوت به همکاری هم کرده:

می‌تونیم به جای تحلیل این که چرا ایران توی فهرست نیست و ... یه لطفی بهشون بکنیم و براشون اطلاعات بفرستیم.
