خطا در زمان ايجاد پرو‍ژه جديد

سلام وقتي ميخواهم در ويژوال 2003 يك پروژه جديد ايجاد كنم با خطاي زير مواجه مي شوم.
Visual Studio.net has detect that the specified Web server is not running ASP.NET ver1.1 you will be unable to run ASP.NET Web applications or services
در ضمن من سرويس ASP.NET هم ران كردم اما باز هم اين خطا رو ميده
