خطا در نصب Telnet

من ویندوز7 دارم، برای کاری احتیاج به دستور telnet داشتم ولی وقتی آن را در cmd نوشتم،پیغام:
telnet is not recognized as an internal or external command
داد .
مشکلم اینجاست که وقتی خواستم telnet را نصب کنم :
pkgmgr /iu:"TelnetClient"
با پیغام زیر روبرو شدم:


Installation failed with error code: (0x8007006E)
The system cannot open the device or file specified

برای رفع مشکل چه راهی را پیشنهاد می دهید؟
