This isn't a solution but here's a workaround that worked for me. I also recently upgraded to VS 2017.


Delete all files in the Properties\PublishProfiles folder.
Close Visual Studio.
Open Visual Studio 2017 and create a new publishing profile. This caused the infinite spinning (again).
Kill the Visual Studio process through Task Manager.
Open Visual Studio again and all was good.
